## Summary

**Reimburses fire departments** for expenses when National Fire Academy courses are canceled because of a FEMA funding lapse. It would create a claims process with application and payment deadlines and exclude reimbursements for cancellations for "good cause" such as instructor illness or facility closure. - Fire departments could recover covered expenses such as travel and backfill. Backfill expenses include staffing adjustments and overtime, and departments may submit an itemized application within 30 days after the lapse ends. - The FEMA Administrator would have to reimburse eligible claims no later than 90 days after the later of the lapse end or receipt of the itemized claim. Reimbursements are barred when cancellations are for "good cause," including Academy facility closure, instructor illness, or a national emergency. - Covered courses and activities include in-person on-campus, in-person off-campus, synchronous or asynchronous virtual instruction, and on-campus conferences or symposiums.
