## Summary

**Allows sponsors to incur and have certain preagreement costs recognized for emergency watershed protection.** This bill would let State and local governments and Indian Tribes begin specified emergency watershed protection measures before entering a formal Section 403 agreement and have eligible preagreement expenses counted toward their project contribution.
