## Summary

**Guarantees uninterrupted SNAP and WIC benefits during federal funding gaps.** This bill would appropriate whatever sums are necessary starting in fiscal year 2026 to keep benefits flowing when Congress has not enacted full-year or interim funding for the Department of Agriculture. - Families and households: Households meeting statutory eligibility would stay enrolled and receive benefits no later than five days after federal funds are obligated. The bill bars enrollment freezes or participation limits caused by funding delays. - State agencies and federally recognized American Indian Tribes: Agencies and tribes that incur emergency expenditures to cover a funding lapse could be reimbursed up to the amount they expended. States must load benefits onto Electronic Benefit Transfer cards immediately after receiving federal funds. - Electronic Benefit Transfer systems: All EBT systems used to distribute SNAP and WIC must continue operating without interruption. The bill forbids suspending or restricting card use because of temporary funding delays. - Federal administrators: Executive branch officials, including the Office of Management and Budget and the Department of Agriculture, would be prohibited from withholding or delaying these funds except where statute explicitly allows.

The Agriculture Secretary would have to immediately obligate those funds, and State agencies…
