## Summary

**Embed national-defense priorities into federal highway planning and funding.** This bill would require each state to identify its three highest-priority civil-defense highway projects, update those lists every two years with FEMA input, and tilt federal project selection and eligibility toward those projects. - States and metropolitan planning organizations would have to develop and biennialy update a priority list of the top three civil-defense highway projects and send each electronic listing or update to every Member of Congress. - Project selection and funding would shift. Discretionary grants under Title 23 would give priority to projects already designated as important to national defense under 23 U.S.C. §210 and to projects listed under the new priority process in §311. States must give those projects priority in planning to remain eligible for certain Title 23 funds. - Federal reporting and coordination would increase. The Secretary of Transportation, working with the Secretary of War, would report to Congress within one year with at least three priority defense-related projects per state.
