## Summary

**This bill would require explicit state and District of Columbia consent** before the President or the Secretary of Defense can order National Guard units to perform full-time duty or training. It would also make those orders subject to the Posse Comitatus Act limits on military participation in civilian law enforcement. - Governors and the D.C. Mayor gain formal approval power over federal-directed full-time Guard duty in their jurisdictions. This gives state and local leaders a direct say before Guard units are assigned to extended federal missions. - National Guard members would face restrictions on being used in domestic law enforcement roles that conflict with the Posse Comitatus Act. Training and duties ordered under this rule would have to respect criminal-law limits on military policing. - The President and the Secretary of Defense would need local consent before sequencing full-time Guard activations in states or D.C. That changes how federal-directed domestic missions could be implemented. - Local law enforcement and communities may see reduced federal military support for operations that resemble policing, shifting responsibility back toward civilian authorities.
