## Summary

**A federal requirement for quarterly, anonymized data on pregnancies and births in custody.** This bill would require States to send aggregate reports to the Attorney General about people who are pregnant or give birth while detained and it creates compliance rules, penalties, and a required study to improve care for pregnant and postpartum inmates. - Pregnant people and families: Mandates anonymized, quarterly reports with 11 specific data elements, including prenatal visits, pregnancy outcomes, use of restraints, and restrictive housing. Postpartum is defined as at least 12 weeks after delivery. - States and correctional facilities: States that receive certain Justice Department funds must comply after a 120-day window, with a possible extra 120 days for good-faith efforts. Noncompliance can trigger up to a 10% cut in those allocations and reallocation of withheld funds to compliant States. - Accountability and research: The Attorney General must publish each report publicly and study the data to identify ways to improve treatment and to examine links between facility actions and outcomes like stillbirths, maternal deaths, and preterm births. Findings must be submitted to Congress within 2 years.
