## Summary

**Gives the President authority to extend nondiscriminatory treatment (normal trade relations) to the products of most countries.** Under the bill, the President would be able to determine that Title IV of the Trade Act of 1974 no longer applies to a specified "covered country" and then proclaim the extension of normal trade relations to that country's products. On the proclamation's effective date, Title IV would cease to apply to that country. The bill defines "covered country" as any nation except Belarus, Cuba, and North Korea. The authority is discretionary and includes no automatic trigger, sunset, or required reporting.
