## Summary

**This bill would require clear disclosures on advertisements funded by foreign governments or foreign persons so consumers know who is paying for the message.** It also sets exact rules for how those disclosures must appear and defines which entities count as foreign persons. - Consumers would get on-ad labels identifying foreign funding. Audio ads must include a spoken disclosure, printed ads must include a written disclosure, and video ads must include both. - Advertisers that are foreign governments or foreign persons would have to include the country of citizenship and the country of their principal place of business when applicable. Ads missing the required disclosure could not be disseminated to consumers. - The Federal Trade Commission would enforce the requirement as a violation under the FTC Act and could apply its usual enforcement powers and penalties.

## Provisions PRIA read

- Clear labels on foreign-funded ads: benefit, high. If enacted, the bill would require any ad paid for by a foreign government or foreign person to clearly say who paid. Audio must say it out loud; print must show it in writing; video must do both. If a foreign person paid, the ad would also name their country of citizenship and their main business…
