## Summary

**Prevents reinitiation of Endangered Species Act consultations on covered Forest Service and BLM plans.** This bill would stop agencies from having to redo ESA section 7 consultations or related CFR 402.16 reviews when a new species is listed or new information shows effects not previously considered. - Forest Service plans: Would amend 16 U.S.C. 1604(d)(2) so the Secretary would not be required to reinitiate consultation under section 7(a)(2) of the Endangered Species Act for land management plans that are approved, amended, or revised when a new species is listed or critical habitat is designated, or when new information reveals effects not previously considered. - Bureau of Land Management plans: Would add subsection (g) to 43 U.S.C. 1712 to bar additional ESA consultations or CFR 402.16 reviews on land use plans approved, amended, or revised when a new species is listed or new information shows previously unconsidered effects. - Scope and override: The bill targets plans approved, amended, or revised under the cited statutes and says the restriction applies notwithstanding any other provision of law, creating a statutory bar to reinitiation under the described triggers.
