## Summary

**Parity between commercial and private flights during funding lapses.** This bill would bar the Federal Aviation Administration from restricting commercial flights in a given area during a lapse in appropriations unless it imposes the same restriction on all private jet flights there for the same period. It defines commercial and private aircraft flights and lists eight narrow exemptions for private operations, including public safety, government, military, medical, agricultural, meteorological or scientific, humanitarian or disaster relief, and cargo.
