**Gives the President temporary authority to sell federal real property during a lapse in appropriations.** The bill would let the government convert real estate into cash when funding lapses and use sales to cover pay and expenses for employees who keep working during the shutdown. - Federal employees who are exempt from furlough could be paid from sale proceeds while they perform sale-related work, but those employees would not be eligible for back pay under 31 U.S.C. 1341(c). - The authority would include members of the Armed Forces in active service as covered personnel and would treat their sale-related duties as emergency work for certain legal purposes. - Sales could not transfer property to specified foreign adversaries named in the bill: North Korea, China, Russia, or Iran, or entities substantially controlled by them. - The law would exclude trust lands held for Indian Tribes and any real property located within those trust lands from sale. *Proceeds from sales must be deposited in the Treasury’s general fund for deficit reduction, and may be used to purchase Greenland.*
