## Summary

**Coordinated federal‑state framework for counter‑drone operations.** This bill would let approved state and local agencies acquire and operate federally approved counter‑UAS systems to detect, deconflict, deter, and mitigate unlawful drone activity while requiring federal safety, privacy, and airspace coordination. - State and local law enforcement would get an application and agreement process to acquire and use approved counter‑UAS tools. Approved agencies could detect, identify, monitor, warn, disrupt control, seize, or use reasonable force to disable or destroy a drone, with initial deployments limited to up to 180 days and post‑event reports due within 24 hours. - The Federal Aviation Administration would set location‑specific airspace safeguards and work with the Department of Homeland Security and the Attorney General to prevent interference with the national airspace. Equipment must address civilian communications and spectrum compatibility and agencies can be barred if impacts cannot be mitigated. - The Department of Homeland Security would run a Counter‑UAS Security Grant Program for state law enforcement and emergency management with grants for equipment and training and a period of performance of at least 24 months. The bill also requires a mandatory drone deconfliction database with transponder IDs and timestamps and Inspector General reporting, including a 90‑day post‑enactment unclassified report with a possible classified annex.
