## Summary

**Newborn supply kits for new mothers.** This bill would create a special Title V project to fund grants that buy and distribute kits containing diapers, breastfeeding aids, a blood pressure monitor, and educational materials. - Families: New mothers would receive kits that include diapers, wipes, postpartum pads, breastfeeding supplies, a blood pressure monitor, and information on maternal mental health and federal supports like WIC. - Providers: Multi-state nonprofit groups, Federally Qualified Health Centers, Tribal organizations, and birthing hospitals could get grants or cooperative agreements to procure kits and must partner with local organizations to reach recipients. - High-need areas: Distribution would target maternity care deserts, rural communities, regions with high maternal mortality including the Delta, and prioritize families with income at or below 185% of the poverty line. *It would allow the Secretary to reserve up to $5.0 million per year from Title V funds for each fiscal year 2026 through 2030 for these projects.*
