## Summary

**Expands ATF's access to and use of firearms records and trace data.** This bill would remove long-standing limits on trace-data use, allow centralized recordkeeping within the Justice Department, extend retention of instant background-check records, and broaden inspection and licensing authorities. - Law enforcement and ATF investigators would gain broader access to trace data, be allowed to search out-of-business computerized records, conduct more frequent recordkeeping inspections, and use a "knowingly" standard instead of a "willful" standard in license actions. - Federal firearms licensees and importers would be able to centralize acquisition and disposition records, could face physical inventory checks, and would see expanded import opportunities for curios, relics, surplus military firearms, and certain shotgun models alongside changed licensing and revocation rules. - Researchers, advocates, and the public would have wider access to firearm trace information and related Freedom of Information Act requests for arson, explosives, and traces, enabling more analysis and transparency.
