## Summary

**Hold foreign perpetrators of anti-LGBTQI abuse accountable.** The Global Respect Act would create a U.S. process to list and sanction foreign people responsible for violence or discrimination against LGBTQI individuals and would strengthen tracking and reporting of such abuses abroad. - People listed as responsible or complicit would be barred from U.S. visas and immigration benefits and rendered inadmissible. The bill would require an initial list within 180 days and updates every six months. - U.S. diplomacy would get a bureau-based senior officer to monitor violence, criminalization, and restrictions on freedoms tied to sexual orientation, gender identity, or sex characteristics. Annual country reports would be amended to require information on such violence or discrimination. - The State Department would report annually to Congress on listings, removals, coordination with foreign governments, and the sanctions' effects. The bill would include exemptions for national security and international obligations and a waiver when sanctions would harm vital U.S. interests.
