## Summary

**Blocks enforcement of foreign judgments and foreign arbitral awards tied to actions taken to comply with U.S. sanctions or export controls.** It would let those cases be removed to a U.S. district court, which must dismiss them, and it defines "United States sanctions" without including import duties. - U.S. persons and firms would be protected from foreign judgments or arbitral awards that arise from conduct taken to comply with U.S. sanctions or export controls. - Foreign claimants and parties acting for them could not bring civil actions in state or federal courts to enforce such foreign judgments or awards; those suits may be removed to federal court and dismissed. - The bill preserves the President's and delegated agencies' authority and keeps intact legal remedies for U.S. nationals who are victims of international terrorism, torture, extrajudicial killing, aircraft sabotage, or hostage taking. It also does not block disputes that parties chose to litigate or arbitrate in the United States.
