## Summary

**Bars registered sex offenders from using interstate or foreign commerce to enter surrogacy arrangements with the intent to exercise parental rights.** It would create a federal crime punishable by up to 18 years in prison, fines, or both, and would also criminalize entering a surrogacy arrangement and then committing a sex offense between the use of interstate commerce and the child's birth while defining "surrogacy arrangement" and using the Sex Offender Registration and Notification Act definitions for "sex offender" and "sex offense".
