## Summary

**The Rotorcraft Operations Transparency and Oversight Reform Act would require** mandatory ADS‑B In equipage for aircraft already required to broadcast ADS‑B Out and tighten oversight of when government flights can stop transmitting location signals. - Owners of affected aircraft would have to add ADS‑B In if they already have ADS‑B Out. The FAA must issue a final rule within 2 years and set a compliance deadline of Dec 31, 2031. - Federal, State, local, Tribal, and Department of Defense operators would face narrower "sensitive government mission" exceptions and new quarterly attestation reports to the FAA, with special notifications to Congress if an exception is used 5 or more times in a month or attestations are missed. - Air traffic procedures, separation standards, and controller training would be updated to use ADS‑B data, with a proposed rule on separation standards due within 18 months after the equipage rule and an ACAS‑X deployment action plan due within 180 days.
