## Summary

**Federal funding for high-risk urban canals** would create a new legal category called an urban canal of concern and let the federal government pay part of extraordinary operation and maintenance work on those canals when failure would threaten lives or property. - Families and households near canals would gain more federal help paying for emergency repairs or upgrades when a canal reach could affect more than 100 at-risk people or cause over $5 million in potential property damage. - Local transferred works operating entities could carry out extraordinary operation and maintenance with the Secretary's concurrence and receive a federal nonreimbursable payment covering 35% of the costs allocable to them. Any additional federal funds advanced would be repayable, and repaid funds would count as non-Federal money for other federal grant cost-sharing. - The bill would set governance rules by defining "urban canal of concern" through numeric risk thresholds and by allowing Bureau of Reclamation regional or area offices to designate reaches, while the Secretary would apply guidelines to confirm that failure would cause loss of life or property.
