- Repeal wartime detention law for noncitizens: benefit, medium. This bill would repeal the Alien Enemies Act (50 U.S.C. 21–24). If enacted, noncitizens would no longer face those wartime detention powers under that statute. The change would take effect upon enactment. Federal agencies would lose those specific authorities.
