## Summary

**A NEPA exemption for select rural infill housing projects.** This bill would exempt assistance under sections 501, 502, 504, 515, 533, and 538 of the Housing Act of 1949 from being treated as a "major federal action" under the National Environmental Policy Act when that assistance is used to construct or modify residential housing on defined infill sites. - Rural households and developers: Projects using the specified USDA housing programs on qualifying infill sites would not trigger NEPA major federal action status. - Site rules and limits: An "infill" site must have existing water, sewer, and roads and cannot be a greenfield, a site served only by a road, or a site in a census tract the FEMA National Risk Index marks as very high or relatively high risk for wildfire, coastal flooding, or riverine flooding. - USDA reporting: The Secretary of Agriculture must report to Congress within five years on whether the exemption changed application review time or administrative costs, how it affected rural affordable housing, and any recommendations for future NEPA or categorical exclusion changes.

## Provisions PRIA read

- Faster reviews for rural infill housing: benefit, medium. If enacted, USDA rural housing help on qualifying infill sites would not be a 'major federal action' under NEPA. It would cover help under sections 501, 502, 504, 515, 533, and 538 of the 1949 Housing Act. Infill means the site already has water, sewer, and roads. Sites served only by a road, green…
