## Summary

**Creates a federally coordinated program to measure and monitor soil carbon across agencies.** This bill would set up an Interagency Committee led by the Office of Science and Technology Policy to develop a cross-agency strategic plan, standardize sampling and measurement methods, and integrate soil carbon data across federal programs. - Farmers and land managers would get clearer measurement methods and shared data to support soil carbon practices and long-term storage protocols. - Researchers and private-sector partners would get coordinated research priorities, standardized Monitoring, Reporting, and Verification methods, and working groups on data architecture and fundamental soil science. - Federal agencies would be assigned roles and must produce a baseline report within 1 year and follow-up progress reports over a 5-year period to track research and monitoring activities. - Historically underserved and disadvantaged communities would be included through required community engagement and input on research development and result dissemination. *Authorizes $10.0 million in federal appropriations to implement the Interagency Committee, its working groups, and the required baseline and progress reports.*
