## Summary

**Expanded subsidization for rural, small, and tribal wastewater systems.** This bill would let states use federal water revolving fund grants more flexibly to lower wastewater and stormwater costs for ratepayers, with specific caps and minimums to steer aid to smaller and tribal systems. - Families and ratepayers: It would make wastewater and stormwater bills easier to afford by allowing more federal grant money to be used as direct subsidization. - Rural, small, and tribal publicly owned treatment works: States could set aside an extra 10% of each capitalization grant to provide targeted subsidies to these systems. - States and program rules: A State could use up to the greater of 50% of its annual capitalization grants or a 10-year state-deposit average for additional subsidization. States must reserve at least 20% of a capitalization grant for subsidization when enough qualifying applications exist. Loans from a state fund with an interest rate of 0% or higher would not count as subsidization.
