## Summary

**Gives residents of U.S. territories in-state tuition access at public colleges that receive federal Higher Education Act aid.** It would bar those institutions from charging covered individuals from Guam, the Commonwealth of the Northern Mariana Islands, American Samoa, or the U.S. Virgin Islands tuition or fees higher than the in-state rate. A covered individual must be a resident of one of those territories and a U.S. national as defined in federal immigration law. The bill also adds a program-participation rule so institutions receiving HEA assistance must comply with this requirement.
