## Summary

**A nationwide ban on accounts for people under 16 on covered online platforms** would force platforms to remove and erase minor accounts and give terminated users limited access to their data. The rule would take effect one year after enactment. - Young users and families: Would be blocked from creating or keeping accounts on covered platforms. Preexisting minor accounts would be identified and removed on a staged schedule after the law takes effect. - Platforms and operators: Would have to delete personal data immediately when terminating a minor account and allow terminated users to request a portable copy within 90 days. Platforms must respond to data requests within 45 days and provide machine-readable formats. - Enforcement and states: Violations would be treated as unfair or deceptive practices under the Federal Trade Commission Act giving the FTC full enforcement powers. State attorneys general could sue on behalf of residents but must notify the FTC and may be barred from duplicative state suits while a federal case is pending.
