Standard non-Federal shares are 50 percent for major projects and 25 percent for equipment-only projects, with waivers available for beginning farmers and veterans. - Tribal governments, entities in territories, and market developers can apply for grants and technical assistance to build domestic markets. The Secretary may set annual priorities based on trade imbalances, National Organic Standards Board advice, and identified supply bottlenecks.
