## Summary

**Modernizes CFTC research authority.** This bill would create a Research and Development Program so the Commodity Futures Trading Commission can study emerging technologies and test tools with developers and market users. - Gives the Commission power to adopt a Research and Development Plan by rule or order and to use an "Other Transaction Authority" when normal contracting is infeasible. This lets the agency run tailored R&D activities and set written policies for those transactions. - Lets the Commission partner with developers and market users to explore effects of new technologies on markets, including cybersecurity, data security, and systemic risk, and to create educational materials for producers, market users, and the public. - Allows limited non‑monetary contributions such as access to facilities, data, or services when they further a development plan, with limits to protect fairness and required disclosures to congressional agriculture committees within 14 days. - Requires an annual report within 60 days after each fiscal year that details other transactions and covered non‑monetary contributions, their utility, status, sources, and any sums spent, and, if readily ascertainable, the value of non‑monetary items.
