**Creates a comprehensive study of small business loan disbursement** by directing the Comptroller General to analyze loans made from 2021–2024 in regions that include Appalachia and recommend fixes to speed access and improve transparency. - Small businesses in covered regions would get year-by-year measures for 2021–2024, including average time from application to disbursement and average and median loan amounts. - Federal regional offices that include any part of Appalachia would be examined for lender throughput and internal process bottlenecks to identify procedural changes that could reduce delays. - The Comptroller General would provide an interim briefing within one year and a final report within two years containing recommendations to increase accessibility, shorten application-to-disbursement time, and improve applicant communication about status and needed information.
