## Summary

**Would expand VA health services to veterans in the Freely Associated States.** The bill would require the Department of Veterans Affairs to negotiate agreements with Freely Associated States and to provide at least telehealth care and mail-delivered prescription drugs to veterans there, with short implementation deadlines and quarterly reporting to Congress. - Veterans in the Freely Associated States would gain access to VA telehealth and mail-order pharmacy as minimum services, making remote care and prescriptions available locally. - Veterans who travel for VA care would be affected by a change to beneficiary travel payments: if the VA pays travel benefits, the VA would be required to make the payments specified under the statute for travel occurring one year after enactment. - The VA and FAS governments would need quick action: outreach to each FAS government within 30 days and required agreements executed and services begun within one year, to the maximum extent practicable. - Congress would get quarterly reports to the House and Senate Veterans’ Affairs and Appropriations Committees on implementation and costs, and explanations of technical or logistical delays if services have not started.

The VA would have to start outreach to each Freely Associated State government within 30 days of enactment. The VA would have to enter…
- More reliable travel pay for veterans: benefit, low. If enacted, eligible veterans would see more reliable beneficiary travel reimbursements. The bill would reorganize the law so the Secretary may make payments, and if the Secretary makes any payments in a fiscal year, the Secretary must make the beneficiary travel payments described in statute. That…
