## Summary

**Owner control of vehicle data** would require automakers and fleet owners to give vehicle owners secure, real-time, cost-free access to data from their vehicles, including wired and wireless interfaces, and the ability to delete user data. It would also limit how manufacturers and fleets can sell or transfer that data and prohibit sales to certain foreign governments while assigning enforcement to the Federal Trade Commission. - Families and individual vehicle owners would get live, cost-free access to their vehicle data, permission to share it with third parties, and the right to delete personal data. - Drivers who operate fleet vehicles would receive a clear, conspicuous opt-out before a fleet owner sells covered data, with a limited exception for employment-generated data except when driver behavior data is sold for harmful profiling. - Manufacturers and fleet owners must follow baseline cybersecurity standards such as ISO/SAE 24134, face FTC enforcement for violations, and are limited in selling covered data to listed foreign regimes. A motor vehicle fleet owner is defined as one with ownership or beneficial interest in 5 or more vehicles or lessees of 180-day leases.
