## Summary

**Vehicle owner control over car-generated data** would be the central rule. This bill would limit manufacturer access and sales of vehicle data, set an FTC enforcement framework, and require a federal report on industry practices. - Families and vehicle owners would get full access and control of all data generated or processed onboard or transferred to their vehicle at no cost beyond the vehicle purchase price. Owners could get data in real time, use an open API to delete stored user data, and set device and preference settings. - Manufacturers would be barred from accessing covered data without owner consent except to improve vehicle performance or safety, and from selling or sharing covered data except for narrow cases like warrants, emergency response, or with affirmative consent. The bill also bars sharing personally identifiable information with five named foreign governments. - Enforcement and oversight would go to the Federal Trade Commission, which would treat violations as unfair or deceptive acts under the FTC Act and apply its penalties. The FTC must report to Congress within 180 days in consultation with the Attorney General, the Department of Homeland Security, the Department of Transportation, and the Federal Communications Commission, and the law would take effect three months after enactment with no new funds authorized.
