## Summary

**State-by-state transparency of federal taxes and spending.** This bill would require standard calculations and public reporting that show how much federal taxation each State bears and how much federal outlays each State receives. - States: State officials would get an annual, state-specific breakdown of federal tax burdens and federal outlays, with a joint report due and posted each year within 180 days of the calendar year start. - Individuals and households: The measure treats federal taxes paid by an individual as a burden on the State where that person lives. - Businesses: Federal taxes paid by legal business entities would be apportioned to States in proportion to each State's share of the firm's economic activity. - Recipients of federal funds: Federal contract awards and other outlays are allocated to the States where performance or delivery occurs. - Federal agencies: The Bureau of Economic Analysis and the Office of Management and Budget, with the Council of Economic Advisers and Treasury, would perform the calculations and publish the results on the BEA website.
