## Summary

**Expands the Federal Clearinghouse on School Safety** to fund research, training, a National School Safety Data Center, and a panic alarm technology program focused on reducing injuries and deaths in school emergencies. It centralizes data and guidance, supports development and demonstrations of new technology, and sets standards for emergency response maps and master plans. - Families and students: Students and families get clearer nationwide data and public education on school emergency risks and proven safety practices through the Data Center and public education efforts. - Local educational agencies and rural schools: Local educational agencies gain targeted assistance, ongoing training, and demonstration projects to adopt new technology and management systems, plus a Rural Assistance program to help remote districts. - First responders and technology makers: First responders get technical assistance and coordination support. The Clearinghouse will test panic alarm wearables and alert infrastructure but bans manufacturing or sale of that equipment except for testing and evaluation, and it bars federal funding for emergency response maps that fail to meet new technical and security standards beginning in fiscal year 2026.
