## Summary

**Expanding home-based telemental health for rural communities and agricultural workers.** This bill would create a new Title III grant program to fund remote mental health and substance use care delivered in patients' homes and to build the technology and broadband needed to reach them. - Rural residents and people who work in farming, fishing, or forestry would gain access to mental health and substance use services delivered into their homes by trained professionals. These grants target health professional shortage areas and specified agricultural occupations. - Public or nonprofit telemental health networks would be eligible for funding to deliver services, train staff, and expand capacity. Grants can pay for broadband expansion, patient devices, and other technology needed for quality remote care. - The program must develop metrics comparing home-based telemental care to in-person care and report impacts and quality to Congress within 3 years and then every 2 years. *Would authorize up to $10.0 million per year for fiscal years 2025–2029, totaling up to $50.0 million in authorizations and increasing federal spending.*
