## Summary

**This bill would require a CIA intelligence assessment on the Sinaloa and Jalisco cartels.** The Director of the Central Intelligence Agency, working with other intelligence leaders, would have 90 days to deliver an assessment to specified congressional committees. The assessment may be classified and must detail each cartel’s leaders, organizational structure, presence in Mexican states, cross‑border smuggling routes, how they import precursor chemicals and make synthetic drugs, main suppliers and brokers, how they tailor fentanyl to reach U.S. consumers, use of human and technical operations against counternarcotics efforts, and estimated annual revenue by drug type. - Congress and the named congressional committees would receive a comprehensive intelligence product that lists leadership, smuggling routes, precursor suppliers, production and marketing practices, and revenue estimates by drug type. - The CIA and other intelligence community heads would be tasked to produce the assessment in consultation and may submit it in classified form.
