## Summary

**Shifts Emergency Food Assistance Program infrastructure grants to State agencies** to sharpen distribution for Tribal, low-income, and remote communities and to raise funding and capacity for refrigerated storage and delivery. This bill would expand eligible activities, widen eligible partners, and require a USDA study on refrigeration and trucking shortages. - Families and households: Would target resources to improve food delivery in Tribal, low-income, and remote areas, including support for expanded mobile and home delivery options and better refrigerated storage. - Emergency food organizations and local partners: Grants would flow through the State agency instead of standalone feeding groups, allow funding for distribution activities, renovations, assessments, and include governmental and Tribal partners. Administrative costs on grants would be limited to 10 percent. - Tribal and underserved communities and funding: The bill sets a grant preference for Tribal, low-income, and remote areas and raises the infrastructure grant funding to $25.0 million per year for FY2026–2030. *This bill would increase federal spending by at least $25.0 million per year for FY2026–2030 and provides a $1.0 million appropriation for the required USDA study.*
