## Summary

**Blocks federal funding for military force in or against the Bolivarian Republic of Venezuela through December 31, 2026 unless Congress explicitly authorizes it.** This bill would bar any funds appropriated or otherwise made available to the federal government from being obligated or spent on uses of military force in or against Venezuela during that period unless Congress either declares war or enacts a statutory authorization that meets the War Powers Resolution requirements after enactment. It leaves in place an exception for actions that fit section 2(c) of the War Powers Resolution.
