## Summary

**This bill would require the President to certify that offshore wind development in the North Atlantic and Mid-Atlantic will not harm or degrade radar, sonar, or overall military readiness.** If the President cannot make that certification within 90 days the bill would stop projects that pose a threat to national security. - Armed Forces and national security: The bill would bar offshore wind projects that could "weaken, degrade, interfere with, or nullify" radar or sonar relied on by the Armed Forces or that would limit combat, training, or rescue operations. - Offshore wind developers and projects: Developers in the North Atlantic and Mid-Atlantic Planning Areas would face a required presidential certification within 90 days or suspension if the certification is found untenable. - Oversight and Congress: The Department of Defense Inspector General would be required to study effects on radar, sonar, military air and maritime traffic, and approval processes and to report to Congress within 180 days. The report must be unclassified with an optional classified annex and must review consultations among BOEM, DOD, FAA, the Maritime Administration, and the Military Aviation and Installation Assurance Siting Clearinghouse.
