**Strengthening and optimizing the Northeast Home Heating Oil Reserve's readiness and capabilities.** This bill would require the Secretary of Energy to complete a long-range strategic review and, within 180 days, deliver a four-part report to Congress outlining roles, legal authority, configuration and capabilities, and resource needs. - Northeast households that rely on home heating oil would get clearer plans for optimal capacity, product mix, storage locations, and distribution improvements during supply disruptions. - The Department of Energy would have to assess whether existing legal authorities and the Reserve's current configuration can meet future energy and economic security goals and recommend needed changes. - Policymakers would receive a detailed action plan with a proposed implementation schedule and an estimate of the resources required to sustain the Reserve's long-term operations.
