## Summary

**Creates a new Schedule Policy/Career in the excepted service to separate long-term policy and confidential roles from the competitive civil service.** It directs the Office of Personnel Management to sort federal jobs into Schedules A, B, C, D, and E, plus the new Schedule Policy/Career, and sets specific hiring rules for each track. - Policy staff and career policy roles: Positions described as confidential, policy-determining, policy-making, or policy-advocating that are not normally expected to change at a Presidential transition are placed in the new Schedule Policy/Career and appointed under its framework. - Administrative Law Judges and veterans: Schedule E places Administrative Law Judges under the excepted service and exempts them from certain Part 302 exams and ratings while preserving veterans' preference to the extent administratively feasible. - Targeted hiring and temporary placements: Schedule A covers jobs not practicable to examine, Schedule B allows noncompetitive exams as set by OPM, and Schedule D lets agencies temporarily use the excepted service to recruit beyond standard competitive rules to broaden candidate pools.

## Provisions PRIA read

- Undo recent civil service rules: cost, medium. If enacted, this bill would require OPM to undo parts of the April 9, 2024 final rule and hold certain regulation sections without effect until those rescissions happen. The bill would also say Executive Order 14003 has no force and effect. Agencies would have to review actions taken under parts of…
- New federal policy-career jobs: mixed, high. If enacted, this bill would create a new excepted-service track called Schedule Policy/Career for career policy jobs. Agencies would have to try to give veterans hiring preference when filling those jobs. Agency leaders must review jobs quickly and can ask OPM to move roles into the new track, with…
- Administrative law judge hiring rules: mixed, low. If enacted, this bill would put Administrative Law Judge positions under a new Schedule E in the excepted service. Hiring for these ALJ jobs would not have to follow the usual Part 302 examination and rating rules. Agencies would still be asked to use veteran preference as far as administratively f…
