## Summary

**Prohibits the use of Federal funds for any U.S. occupation or assertion of sovereignty over Venezuela.** The bill would still allow limited diplomatic property actions and would not restrict emergency humanitarian aid. - U.S. Armed Forces: The bill would bar obligating or spending Federal funds to deploy U.S. Armed Forces in Venezuela to assert possession, supervision, jurisdiction, control, or sovereignty. - Diplomats and property: The President would be able to acquire Venezuelan properties for U.S. diplomatic or consular establishments after enactment, including exchanging title and designating previously acquired U.S. properties for diplomatic use. - Pre-2026 holdings: The prohibition does not apply to U.S. property in Venezuela the title to which was conveyed to the United States prior to January 1, 2026. - Humanitarian aid: A rule of construction clarifies the prohibition may not be read to affect availability of Federal funds for emergency humanitarian aid.
