## Summary

**This bill would promote global deployment of the U.S. full AI stack** by pushing U.S.-designed models, semiconductors, cloud services, and data center deployments abroad while embedding security and diplomatic controls to protect U.S. advantage and limit adversary access. - U.S. tech firms and consortia would get a Department of Commerce program to identify and receive export proposals that meet U.S. security requirements. Eligibility is limited to consortia formed solely to participate and a status report is due in 180 days. - Allies and partners would be the focus of a State Department-led push to reduce foreign market barriers. That effort includes industry listening sessions, a hotline for export barriers, and a diplomatic strategy due in 180 days to promote U.S. adoption and counter authoritarian influence. - National security and standards bodies would set rules to prevent illicit adversary access, including transfer restrictions, supply-chain checks, and deployment agreements. The bill also mandates a study due in 180 days and an Export Success Tracker within 180 days and then every six months for five years to measure installed AI capacity and U.S. hardware and cloud metrics.
