## Summary

**This bill would give the Secretary of the Navy a narrow authority to sign contracts and incur obligations in advance of appropriations for a Navy Flight Demonstration Squadron flight demonstration or training event near Pensacola, Florida.** It creates an exception to several federal anti-deficiency and procurement rules in title 31 U.S.C., naming sections 1341, 1342, 1349, 1350, 1351, and subchapter II of chapter 15.
