## Summary

**Restrictions on Members' investments** are the main aim of this bill, which would bar covered individuals from buying many individual stocks and similar securities while in federal service. It would also require most in-person voters to show a valid photo ID and set rules for provisional ballots and ID access. - Members of Congress and their families would be barred from purchasing "covered investments" during federal service. Sales would need public notice filed 7 to 14 days before the planned sale and must list the sale date, a description, and the number of shares. - Violations would trigger a fee equal to the greater of $2,000 or 10% of the value of the violating transaction plus any net gain from when the person became covered. The supervising ethics office could require sale of improperly purchased assets, issue guidance, and refer unpaid cases to the Department of Justice. - Voters and election officials would face new ID rules. In-person voters must show a valid photo ID to get a ballot, provisional ballots would count only if the voter provides ID or a religious objection affidavit within 3 days, and states must offer free public devices to copy IDs and notify registrants about the requirement.
