## Summary

**Blocks federal funding for Venezuelan oil infrastructure.** This bill would bar U.S. funds from financing, insuring, contracting for, or otherwise supporting the development, maintenance, or expansion of oil or petroleum projects in Venezuela. - Federal departments and agencies would be banned from using appropriated funds or any U.S.-controlled account to build, modernize, repair, purchase property for, insure, guarantee, subsidize, or pay for oil or gas infrastructure in Venezuela. - U.S. officers and employees would be prohibited from advocating, promoting, or supporting Venezuela's oil projects at international financial institutions, multilateral organizations, or diplomatic forums. - The Secretary of State would have to report to six congressional committees within 180 days and then annually, describing any related expenditures or activities and certifying compliance. An exception allows expenditures only if Congress explicitly authorizes them after enactment.
