## Summary

**Centralized VA payment processing** would route reimbursements for vehicles purchased for certain disabled veterans through a single VA office and add public timing rules and oversight. It focuses on faster, trackable payments to sellers and new transparency and review requirements. - Automobile sellers: Their invoices for cars bought for some disabled veterans would be handled through one VA office and tracked until paid. The VA must resolve payments more than 90 days overdue and publish processing times when payments are not processed within 30 days after receipt of a final invoice. - Disabled veterans: The bill affects the payment flow tied to their vehicle purchases by standardizing where seller reimbursements are processed and tracked. This could change how quickly sellers receive reimbursement for those sales. - Oversight and transparency: The VA must send and post four semiannual reports with average and median invoice-to-payment times broken down by Veterans Health Administration, Veterans Benefits Administration, or seller, and list IT improvements. The Government Accountability Office would review centralization within 180 days and provide recommendations and cost estimates and brief veterans committees.

## Provisions PRIA read

- Centralized VA vehicle seller payments: benefit, medium. If enacted, the bill would require the VA to process vehicle seller payments through a single central VA office the Secretary selects. The VA would have to follow federal payment rules, track and fix payments more than 90 days late, and publish how long a payment took if it is not finished within 3…
- Longer VA pension payment limit: benefit, low. If enacted, the bill would change one date in current law from January 31, 2033 to October 31, 2033. That would keep the current payment limit rule for certain VA pensions through October 31, 2033. The change would take effect when the bill is enacted.
