## Summary

**This bill would block imports of refined energy products made from Russian crude.** It would add a new Section 3 to the Ending Importation of Russian Oil Act to prohibit any product under Harmonized Tariff Schedule Chapter 27 that was produced at a refinery that used crude oil originating in the Russian Federation from being imported into the United States, no matter where the refinery is located. - Importers and U.S. fuel distributors: They would be barred from bringing any HTS Chapter 27 product into the U.S. if the product was refined at a facility that used Russian-origin crude. - Refineries and exporters worldwide: Any refinery that refines Russian-origin crude would be unable to sell Chapter 27 refined products to the U.S. market, regardless of the refinery's country. - Customs and border agencies: Enforcement would rely on an import ban at the border and the bill makes conforming edits to the existing statute so the new prohibition is covered.
