## Summary

**This bill would expand SBA loan access to covered nonprofit child care providers.** It defines which nonprofit child care organizations qualify and sets how loans would be made, guaranteed, and reported to Congress. - Nonprofit child care providers: Would be treated as small business concerns for SBA loans and financings, making them eligible for loans under section 7(a) and the 504 program. To qualify they must be 501(c)(3) organizations, state licensed, primarily serve children from birth to school age, meet federal background check rules for staff and volunteers, and certify nondiscrimination. - Lenders and loan rules: Loans to these providers must be made with banks, certified development companies, or other financial institutions through deferred participation. The SBA would be prohibited from making direct loans or immediate participation and loans over $500,000 would need a third-party guarantee. - Oversight and reporting: The SBA would file a report to Congress within one year and annually after that listing the number and amount of 7(a) and 504 loans to covered providers and any other relevant information the Administrator selects.
