## Summary

**Department-wide use-of-force policy** for Department of Homeland Security law enforcement that emphasizes safer tactics and bans chokeholds and carotid restraints. - DHS officers and agents must use force only when it is objectively reasonable, and the department must require initial and recurrent training covering the full range of tactics and de-escalation, plus a subject-matter-expert and a review council in each component to analyze incidents and improve practices. - The public and families gain more transparency. DHS components must publish consistent incident data every six months on the department website, showing injuries or deaths, use of deadly force, less-lethal devices, canine deployments, kinetic-impact tactics, and disabling fire against vessels or aircraft, while protecting privacy. - Accountability increases through quick and public response and oversight. The Secretary must brief relevant congressional committees within 24 hours after any incident resulting in hospitalization or death, and the Department's Inspector General will review compliance with the policy and training requirements.
