## Summary

**Abolish immigration detention** is the bill's core goal. It would also strip many federal enforcement powers and redirect enforcement money into community-based wrap-around services for people affected by immigration actions. - People held by immigration authorities would be released on recognizance within 6 months, ankle monitors must be planned for removal within one month and physically removed within 6 months, and existing detention and monitoring contracts would end within 2 years with federal funds banned for those programs after that period. - Enforcement authorities across the Immigration and Nationality Act would be repealed or rewritten, including limits on immigration officer arrest powers and the removal of certain state and local arrest and detention authorities. The bill would also restrict Department of Homeland Security and ICE funding so civil immigration enforcement and enforcement of crimes tied to immigration status are barred. - The Department of Health and Human Services would create a grant program within 90 days to fund voluntary wrap-around services. Grants go to community-based nonprofits not involved in enforcement and may fund housing, mental health, health care access, job help, English classes, education support, and immigration legal aid. Services must be opt-in, not contingent on monitoring, and recipients cannot share personal identifying information with federal agencies.
